Baseline / problem

The Roma population is the victim of a real vicious circle: marginalisation as an effect of multiple precarious conditions brings about prejudices and discriminatory attitudes which worsens social exclusion, hinders participation to education and significantly reduces the chances of integration in the labour market.

EURO FORMATOR organised three qualification courses in the field of civil building and one qualification course in the field of textile industry, as follows:

  • For "construction plumber" occupation;
  • For "construction structure" occupation;
  • For "construction finisher" occupation;
  • For "textile confectioner" occupation

A group of 105 detained Roma ethnic persons participated in these qualification courses, and obtained vocational qualification certificates in the four above-mentioned occupations.

Indicators defined:

  1. The final beneficiaries are 140 detained Roma ethnic people,
  2. Aged between 20-40 years,
  3. Participants in qualification courses in the field of civil building and textile industry – 105 persons,
  4. Participants in the counselling sessions– 70 persons.

Problems and constraints encountered and solutions found:

  2. Acquired competence evaluation

Quarterly analysis involved all the interested parties, and it was performed at a three-month interval. The needs analysis was performed based on the development of individual skills.

Evaluation of acquired competences aimed at the practical use of the acquired competences in the penitentiary. Thus, the detained people were encouraged to take part in this kind of trainings. The correlation between their needs of education and training has been made both by direct personal assistance and by the evaluation of their work product quality.

The evaluation method used intermediary and final questionnaires.

The insurance of equal access to education, vocational training and the increase of social inclusion for persons belonging to vulnerable groups have already started, but they must continue for the benefit of performance on the labour market and for the increase of social cohesion.
